Licensing/ Competition Committee

Background

The Licensing/Competition Committee is one of the main technical bodies of ERRA that meets regularly and discusses emerging issues facing regulators. The purpose of the establishment of the committee was to bring together staff persons of ERRA member organizations directly involved in licensing and competition, in order to compare and review various licensing and competition regulatory practices of ERRA members.

Members of the  Committee discuss and present papers on licensing/competition issues that energy regulatory authorities face in their daily practice, topics include:

  • the decision making process of regulators,
  • license enforcement,
  • market monitoring,
  • cross border capacity allocation,
  • supplier of last resort, security of supply,
  • third party access,
  • public service obligations regarding electricity distribution activity,
  • market operators (regulatory oversight),
  • ancillary services, demand response, etc.

Benchmark Analysis: Ancillary Services and Balancing Markets

This Benchmarking Analysis aims to provide information on the different market models, procurement methods and cost elements of ancillary service – and balancing markets in operation in different ERRA member countries, thus it could provide good orientation for all ERRA members.

The Hungarian Energy and Public Utility Regulatory Authority (HEA) prepared a questionnaire for this purpose and it was sent to all ERRA Members. By the end of 2015, 12 member states responded (including HEA).

Regulatory Practices Supporting Deployment of Renewable Generators through Enhanced Network Connection

The present report of the Issue Paper includes the draft version of the theoretic discussion part of the four key issues raised by the call: Determination of the maximum connectable intermittent capacity to the system; Queue management; Connection tariff methodology for RES-E generators and the Regulatory incentives to connect RES-E. With the structure of the report we follow the same order as we start from the TSO focused areas and finish with the more DSO related topic.

It contains four case studies on the present practices of the selected four countries – Bosnia and Herzegovina, Italy, Hungary and Turkey.

Regulatory Aspects of Smart Metering   2011

KEMA was commissioned by NARUC/ERRA to assist ERRA’s Licensing/Competition Committee by providing insight into the key aspects of smart metering, taking a closer look at the fundamental characteristics of smart metering, the potential benefits and barriers of its implementation and the issues related to deploying smart metering in a market environment. With respect to the latter, the objective is also to highlight the major key drivers and success factors for smart metering deployment as well as to look at the role of regulation for a successful smart metering deployment.
