the National Association of Regulatory Utility Commissioners (NARUC)

 

Framework and Issues:

With the support of the United States Agency for International Development (USAID), the Black Sea Regulatory Initiative (BSRI) is entering the last phase of the project. This workshop will be in consultation with NARUC experts, peer U.S. and EU regulators, and the Black Sea regulators, including Armenia, Georgia, Moldova and Ukraine.

The workshop will provide a venue for BSRI regulators to discuss their progress/efforts on gathering technical and regulatory details associated with harmonizing cost definitions, collecting commercial data, and calculating cost-based pricing for Ancillary Services and Balancing (AS&B), which will facilitate cross-border reserve sharing and the initiation of balancing markets.
