First chairman of the Portuguese energy regulatory authority (1996-2006). Co-founder, first chairman and honorary member of the Council of European Energy Regulators (2000-2005). Co-founder of the EU-US Regulators Roundtable. Founder of the Florence School of Regulation. Founding member and Honorary President of the European Federation of Energy Law Associations (EFELA). Degree in electrical engineering from Porto University and PhD from Erlangen-Nuremberg University.
