The objective of this study is to highlight experiences from the recent energy crisis that can serve as a guide for responses to future crises affecting ERRA members’ electricity sectors.

Drawing on examples from a wide range of countries, with different energy markets and systems, the report provides:

• An overview of short-term policy and regulatory measures adopted to address the crisis (mostly to support access to affordable energy) and lessons that emerge from these;
• In the context of evolving energy supply and market paradigms, consideration of longer-term policies and measures, including for electricity market design.

In the modern energy landscape, regulators are critical in fostering competitive energy markets and safeguarding consumers' interests. Ongoing discussions within scientific circles emphasize the significance of understanding the future trajectory of energy regulators.

• This research paper traces the evolutionary journey of energy regulators, spanning from foundational aspects like licensing and tariff setting to the complexities of market liberalization and beyond.

• The study incorporates a global survey, exploring vital dimensions of energy regulation, including primary goals, influencing factors, challenges, consumer protection, international cooperation, climate change, and technological disruptions.

Culminating in essential research findings, the paper offers insights into the evolving role of energy regulators, guiding the transition toward a sustainable energy future.
