David is an Executive Director at ECA with over 20 years’ experience in the energy sector. During this time, he has focused on policy, economic and regulatory analysis of the sustainable energy sector and energy transition industry globally. David’s work on energy demand includes eight years co-managing a policy dialogue framework on behalf of the EBRD and Energy Community Secretariat for the transposition of the Energy Efficiency Directive in the West Balkan region and, for over five years, he has been a partially embedded advisor for the Sustainable Energy Authority of Ireland, providing economic and policy support for the development of Irish energy efficiency policy. David has a deep understanding of power market design and the its interaction with renewable energy integration having led numerous assignments regarding the design of tariff and offtake frameworks for distributed solar energy, assessed the regulatory and market framework for battery energy storage systems, and advised on demand response mechanisms where he was co-author of a recent World Bank publication assessing the applicability of various mechanisms to emerging economies. David holds an undergraduate degree in Mechanical Engineering from the University of Bath, a Graduate Diploma in Economics from Birkbeck University of London and a postgraduate degree in Energy Policy from the University of Exeter.
