Mr. George Sergiu Niculescu serves as the Vice Chair of the ACER Board of Regulators since September of 2025 and the President of the Romanian Energy Regulatory Authority (ANRE) since April of 2023. 

He served as the Board Member of the Nuclearelectrica SA from March 2022 to March 2023, Secretary of State, Ministry of Energy from March 2021 to April 2023, Member of the Supervisory Committee at the Hidroelectrica SA from March 2023 to April 2023, Board Member of the National Company Maritime Ports Administration SA from November 2022 to April 2023, Member of the Supervisory Committee at the Damen Shipyards Mangalia SA from November 2022 to February 2023, the Board Member at the SNGN ROMGAZ SA from March 2021 to March 2022, and the Prefect of Constanta County of the Government of Romania from December 2019 to November 2020. 

From January 2022 to June 2022, he attended the National University for Defense Carol I at the National Defense College of Bucharest. He holds an MBA in Entrepreneurship and Business Administration in Energy from the Bucharest Academy of Economic Studies, obtained in 2018. In 2015-16, he obtained an excellence in Policy Program at the Konrad Adenauer Foundation. He also has a Bachelor’s degree in Law from Ovidius University in Constanța, obtained during his studies from 1999 to 2004.
