Director of the National Center for Energy Analysis (NCAE), holding a PhD in technical sciences with a specialization in power engineering and energy management. From 2019 to 2025, he served as President of the Energy Regulatory Office, with which he had been associated since 2004.
He brings extensive experience in the oversight of energy sector companies, particularly in the areas of financial reporting, auditing, investment processes, and strategic development. He is the author of publications and studies devoted to energy regulation and the functioning of the energy sector.
He has been actively involved in international regulatory cooperation, serving as a member of working groups of the European Regulators’ Group for Electricity and Gas (ERGEG) and the Agency for the Cooperation of Energy Regulators (ACER), as well as a member of the European Commission’s Electricity Cross-Border Committee. Between 2021 and 2025, he held the position of Vice Chair of the ACER Board of Regulators, an advisory and consultative body to the Agency’s Director. He has also contributed as an expert to the Florence School of Regulation and to EU twinning projects.
