The transition to a low-carbon energy system presents both challenges and opportunities for the natural gas industry. One promising strategy is to repurpose existing natural gas infrastructure to accommodate the blending of hydrogen and biomethane with natural gas. This approach offers several potential benefits, including reduced capital expenditure, faster deployment, and improved energy security. However, it also raises technical challenges related to material compatibility, safety, and operational considerations. This Report explores the feasibility and potential benefits of repurposing existing gas infrastructure, while also examining the technical and economic challenges involved.
Questionnaire are divided into six sections to better explore this topic and give actual information about each country experience in this transition period.
- First section is about stranded asset regulation best experience. For stranded asset we mean infrastructure that cannot be recovered due to lack of gas (because of the political situation, reduction in demand or etc.) In the transition process this information will be very useful for all ERRA members.
- Policy and Regulatory Framework is one of the main starting points for the Regulators and Regulatory entities.
- Incentives and subsidies play a crucial role in this period. Also it is very important that the design and implementation of incentives and subsidies must be carefully considered to ensure that they are effective, equitable, and aligned with set goals.
- Important issue to new transition period is technical side, because several technical issues need to be carefully addressed to ensure safe and reliable system working. Experience and other information will be also explored in this report.
- One of the key factors for smooth transition is economic viability and well-functioning market, because without thoughtful market in the long-term transition is impossible. Is necessary to set reachable energy policy targets, because uncertainty could destroy many good ideas, and actual practice could really help to make better regulation or to improve actual regulatory framework in each country.
- One of the transition goals is to decrease greenhouse gas emissions, so also it is very important to understand if such research has been done, because if all done work will bring more carbon emissions, than then the whole framework would have to be redesigned to achieve the set goals.
