• Established by resolution of Dubai Executive Council.

• Responsibilities
• Licensing of private sector producers in the water and electricity sector, regulation of district cooling sector including permitting of service providers and billing agents, various demand-side management responsibilities, including accreditation of energy service companies (ESCOs) and energy auditors.
