Froilan is a chemical engineer with over 50 years of experience including over 40 years in the electric power industry. He is the former Chair of the Philippines National Power Corporation, a position he held during the power sector reform process.
As a recognized power industry expert, he was given the opportunity to spearhead one of the key programs under the reform process. Furthermore, together with other recognized power industry experts in the Philippines, he introduced the opportunities for investment in the Philippines’ power industry to different countries around the world. He led the successful privatization of almost 70% of the government’s generation and transmission assets and pioneered electricity trading through the Wholesale Electricity Spot Market during his four and a half (4.5) years as Vice President of the Asset Management and Electricity Trading Group of the Power Sector Assets and Liabilities Management Corporation (PSALM).
With the success of the privatization process during his term as Vice President of PSALM, he was then appointed as President and Chief Executive Officer of the National Power Corporation in October 2008 by then President Gloria Macapagal-Arroyo. Recognizing his dynamic leadership of the Corporation, he was re-appointed as President and Chief Executive Officer by President Benigno S. Aquino III in July 2010. In his stewardship of the Corporation for almost five (5) years, National Power Corporation underwent several restructuring processes, strategic, administrative and financial reforms that brought about a turn-around from a corporate net loss of PhP 7.2 Billion in 2008 when he assumed the presidency, to a corporate net gain of PhP 1.5 Billion in 2013 when he left the Corporation.
Apart from his extensive experience in the electric power industry of the Philippines, Froilan is also a highly recognized power industry expert and has represented the Philippines in various conferences and technical meetings including the Heads of ASEAN Power Utilities/Authorities (HAPUA), Conference on Electric Power Supply Industry (CEPSI), APEC, ASEAN Ministers on Energy Meetings (AMEM), and ASEAN Senior Officials Meeting on Energy (SOME).
Froilan holds a Master of Science degree in Chemistry from the Catholic University of Leuven, Belgium and a Master in Management degree from the Asian Institute of Management, Philippines.
