Dr. Nadia Horstmann is lawyer and Head of Section at the German energy regulator Bundesnetzagentur responsible for the coordination of the international relations in the energy sector. She is Co-Chair of the ICER Women in Energy.

She is leading various CEER working groups such as Energy Policy Unit and the Legal and Benchmarking group of the Council of the European Energy Regulators.

Dr. Horstmann has been lecturer in various universities (Heinrich Heine University in Düsseldorf and at Sciences Politique/ENA Strasbourg). She published on various topics related to the legal framework of the Energy market liberalisation.
