Responsibilities

  • ARENE was established by Law 11/2017 of 8 September passed by the Parliament of Mozambique.
  • Responsibilities
  • Related to electricity, natural gas and fuel, ARENE has the following responsibilities: – Regulate the subsectors (licensing, tariffs, quality standards and competition); – Ensure compliance with terms and conditions of concession contracts; – Supervise and verify the compliance with laws, regulations and other standards; – Submit to the competent entity proposal for suspension or cancellation of concession contracts; – Submit to the entity that oversees the area of energy the application of sanctions regarding concessions; – Share knowledge to competent entities of other violations gathered from their duties; – Issue administrative instructions to operators, providers and users of energy services; – Conduct surveys, inspections and tests of facilities and equipment for the production; – Carry out measurement and inquiries and publish reports on the quality of energy; – Apply fines or other sanctions to entities that violate the provisions of the Law; – Represent the Republic of Mozambique in international fora in the area of energy; – Establish cooperation with regulators of other countries; – Ensure implementation on international treaties and agreements.

  • The Chairperson is appointed by the Council of Ministers, with proposal from the Minister of Energy and Mineral Resources. The members of the Board are appointed by the same Minister for a term of 5 years with the right of re-appointment for another mandate.
