In this technical document, NGFS addresses the challenges around the EMDEs and tries to contribute to the global collaborative effort to scale up blended finance for climate mitigation and adaptation in EMDEs by providing several policy recommendations coupled around five key areas:
- Prerequisites to improve EMDE climate investability
- A holistic approach to developing blended finance
- Development of project pipelines and scalable structures
- Risk mitigation and regulatory considerations
- Financial and information intermediation
