Federal Public Servant who was approved in the competitive examination of tests and titles in 2005 for the position of Expert in Regulation of the Brazilian Electricity Regulatory Agency (ANEEL). He has carried out several technical auditing activities in Electricity Distribution and Transmission Utility Companies in the Superintendence of Inspection of Electricity Services (SFE). Still at ANEEL, in 2014 he held the position of Advisor to ANEEL’s Board of Directors, in 2015, he assumed the position of Superintendent of Regulation of Transmission Services, in 2017 he became Superintendent of Inspection of Electricity Services, and in 2018, he was appointed for the position of ANEEL’s Director, where, representing the Agency, he served as Director of the Brazilian Association of Regulatory Agencies (ABAR) from 2018 to 2020. As of August 2022, he holds the position of ANEEL´s General Director.
He holds a Master's degree in Electrical Engineering - Technical and Economic Regulation of Electricity Transmission from the University of Brasília (2009), a graduate degree in Business Administration with an emphasis on Strategy from the Getúlio Vargas Foundation (FGV, 2017), and an undergraduate degree in Electrical Engineering from the Federal University of Maranhão (UFMA, 2002).
Before working at ANEEL, he worked in the electricity distribution segment at Companhia Energética do Maranhão (CEMAR) in the technical management of the maintenance and operation processes of the distribution system, and he also worked in the transmission segment at Companhia Hidroelétrica do São Francisco (CHESF) in the coordination of technical maintenance teams.
The main lines of interest and research include the assessment of the impact of public and regulatory policies for the modernization of distribution and transmission systems, market liberalization and energy consumer empowerment, insertion of renewables, and security of energy supply.
