Dominic works in RAP’s Europe team, with a focus on the power sector. He came to RAP with more than a decade of experience in energy and environmental regulation and policy, spanning the public, private and academic sectors. Before joining RAP in 2021, Mr. Scott lectured in energy economics and policy at the University of Reykjavik and provided advice to clients including Icelandic utilities and the Institute of Economic Studies. Prior to that, he worked for 10 years in the British civil service, in the energy ministry (now the Department for Business, Energy & Industrial Strategy), the competition authority (now the Competition and Markets Authority) and the energy regulator Ofgem.
