Eugene TOH is the Assistant Chief Executive and the Chief Commercial Officer in the Energy Market Authority. He oversees corporate development and service for EMA divisions while driving organisational excellence and transformation, including enhancing the professional capabilities and capacity within EMA. He also supports the implementation of the Requests-for-Proposals to import electricity to Singapore, including negotiating with potential bidders, evaluating the proposals and eventually appointing the importers.

Prior to this appointment, he led the Agritech and Food Manufacturing Divisions in Enterprise Singapore and worked with agrifood companies in Singapore to build capabilities, innovate and internationalise, as well as develop a vibrant agritech start-up eco-system in Singapore. He previously headed the Pro-Enterprise Division in the Ministry of Trade & Industry from 2017-2020. Prior to that, he was the Director (Policy and Planning) at the Energy Market Authority.

Eugene graduated with a Masters Degree in Electrical and Computer Engineering (ECE) from Carnegie Mellon University and a double first class Bachelor’s degree in ECE and Economics, with a major in Philosophy from the same institution in 2006. He completed the INSEAD MBA programme in 2014, and was awarded the Ford Prize, which is presented to the top student of the cohort. Appointed the Chairperson of a large charity Methodist Welfare Services in Sep 2023, he also seeks to drive initiatives that serve the needs of underprivileged individuals and families. As well as being an avid runner, Eugene is passionate about the arts and enjoys portrait drawing in his free time. Recently, he took up singing and ukulele-playing, with the hope of sparking joy in the lives of people, especially when volunteering in social and community programmes.
