2024-26 online workplan form for ERRA Customer Protection Committee (CP COM)
Instruction manual: 1) Please list at least 1 topic that you would like to propose for the next Committee workplan, in line with the Committee scope (see the scope below). 2) Please indicate the format of your proposed topic (see formats below). 3) Please indicate the type of your proposal (see details below). 4) Please provide a description of your topic in 2-3 sentences.
AD. 1 Scope of the Customer Protection Committee (CP COM):
Consumer protection with focus on consumer groups (vulnerable consumers, household consumers, small and medium enterprises and the ways of their protection)
Structures of the retail market and their evolution, roles of the market participants (type and variety of offered contracts, subsidies, suppliers, aggregators, energy communities, price liberalization and regulation, electromobility). (some work may be addressed as joint with EMER and GF COMs)
Roles and obligations of service providers towards consumers (commercial quality, complaint handling, information provided to consumers)
Role and jurisdiction of the regulators, and the legal framework in case of normal situation and in emergency (general role, role in consumer protection, ADR, contractual roles, rules of contractual breaches, SOLR, mitigation of the effects of a crisis)
Digitalization of energy, the energy markets and its implications (smart metering, data hubs), Cyber Security (joint work with EMER COM)
Decentralization: Distributed generation; prosumers, RES communities and other new roles in the evolving energy landscape. (joint work with ET COM)
AD. 2 Available Workplan Formats:
Case study (CS) – 20-40min presentations portraying (a) specific example(s) of regulation/application/solution relevant from the perspective of the WP topic followed by Q&As.
In this format, the agenda timeslot should include 2-4 presentations with a total session time of approx. 60-120 minutes. The CS can be based on a pre-agreed PPT template with scope guidance.
Roundtable (R) – a round of short, 5-15min presentations giving an overview or an update on the WP topic from a perspective of a given jurisdiction/country followed by Q&As.
In this format, the agenda timeslot should ideally include minimum 4 presentations with a total session time of minimum 45 minutes including free-flowing Q&As where relevant. The RD can be based on a pre-agreed PPT template with scope guidance.
Report (R) – publication prepared by either COM members, external consultant or both elaborating the WP topic.
The report would typically have a form of a benchmarking study, research paper or a position paper. A 2-year workplan should not include more than 3-4 reports.
Leading Presentation (LP) – 30-40min presentation that typically explains a given issue in detail and provides a background to the given WP topic followed by >10min Q&As.
The presentation format would explain especially the novel WP topics where regulatory expertise is limited and mobilizing an external speaker may prove necessary.
Discussion (D) – typically a 15-30 minute free flowing exchange of views between members, can be in alignment with a Leading Presentation.
A standalone discussion can be held ad hoc based on a request from a member (e.g. in case of a Committee inquiry) or with reference to an administrative issue e.g. the workplan.
AD. 3 Types of Workplan items:
'Input-type' item – workplan item proposal for which member regulatory authority has expertise and can contribute with own position on a given issue but wants to compare approaches with others
'Output-type' item – workplan item proposal for which member regulatory authority does not have expertise and wishes to learn more on the topic
