Gocha is a tariff expert with 10 years of experience in energy sector regulation, specializing in economic regulation of regulated infrastructure and electricity tariffs. As a director of tariffs and economic analysis department at GNERC, Gocha has been actively involved in the weighted average cost of capital (WACC) calculation and setting process for regulated utilities in Georgia, that have resulted in increased investments in Georgian energy sector. He also actively participated in different international partnership programs organized by the European Union, the Energy Community and ERRA.Gocha holds a Master’s degree in Mathematics from Kutaisi State University and Master’s degree in Economics with a focus on energy from the International School of Economics at Tbilisi State University (ISET).
