In order to expand the in-house research of our organization as well as to prepare for the ERRA Annual Conference organised on October 9-10, 2023, in Budapest - ERRA plans to publish a Study on Energy Crisis and Regulatory Considerations for the future market model.
For this purpose, ERRA calls on qualified legal or physical consultancy persons to submit proposals for the implementation of the Study in accordance with the below Request for Proposals (RfP) document.
Proposals should be submitted electronically no later than April 17, 2023 at 10.00 AM CEST (GMT+2) to the ERRA Secretariat containing two attached PDF files, clearly labelled as “Financial Proposal” and “Technical Proposal” as per described in the RfP. Please consult the document for more details regarding the selection process.
The ERRA Secretariat accepts questions on the project or the RfP until April 10. Questions need to be addressed to Secretariat's email. The questions and answers will be published in an anonymous manner and made available for reference until the proposal submission deadline on this webpage below.
Question 1:
According to the RfP, „the delivery of the chapter [Chapter 4: Energy crisis and regulatory responses] may be supported by recordings of online interviews conducted by the ERRA Secretariat with select members in Q3 2022”. Please explain in more detail what kind of interviews have been carried out, when, on what topics and with whom / which countries. Were there any audio recordings or notes taken during the interviews?
Answer:
The Interim Review exercise summary gives details on what kind of interviews were carried out, when, on what topics and with whom/which countries. There are both audio recordings and written notes from the interviews.
Question 2:
The RfP states in several places (pages 3 and 5) that the task is to examine the evolution of electricity market models, in particular in Chapters 3 (‘How we got here’) and 5 (Regulatory considerations for future market models). However, it is not entirely clear whether the entire study (including Chapter 4) is dedicated to electricity markets or whether the gas market should also be examined.
Answer:
The study will solely focus on electricity markets. Gas markets can be discussed only to the extent that they explain the price rise in electricity markets.
Question 3:
The RFP states a 20 page limit for the technical proposal. Please confirm whether this should include the CV(s) of team members proposed to work on the assignment.
Answer:
The CV(s) of experts can be added additionally and do not count into the page limit of 20.
