Keith has been an Analyst in the International Energy Agency’s Directorate of Energy Markets and Security since 2019, where he focuses on power market design and electricity security in the context of clean energy transitions. Prior to joining the IEA, he served as an Economist in the Office of Enforcement at the US Federal Energy Regulatory Commission from 2006 to 2011 and as an economic consultant to utilities on issues of competition in global electricity markets from 2011 to 2019.
