Victor Parlicov has dealt with public policies and particularly the energy sector at different levels and in various roles for over 20 years. He served as a Minister of Energy (2023-2024), General Director (Chairman) of the National Agency for Energy Regulation in Moldova (2010-2014), supported Moldovan municipalities in the process of adherence to Covenant of Mayors for Climate and Energy and implementation of mitigation and adaptation measures at local level, as well as lead the an NGO founded by business entities at the initiative of UNDP Moldova, with the view of becoming the leading platform for interaction between local and central public authorities, private sector, and financing institutions to foster green urban development in Moldova. Mr. Parlicov’s background include serving as a think tank expert (economic and energy), consultant, trainer, project manager and M&E specialist, and has vast experience in working with international teams, including World Bank projects. His background covers both the strategic and policy dimension of the energy sector as well as practical experience with infrastructural projects implementation with private sector, NGOs and local public authorities. Elected as Honorary Member of Energy Regulators Regional Association (ERRA). Author of a number of studies on energy security and its geopolitical implications in Moldova.
