Senior Advisor in the Energy & Climate sector, after an initial three-year term (2021-2023), in May 2024 he was reappointed as Chairman of the Board of Directors of CESI for an additional three-year term, where he began his career in 1987, also completing resident study internships at electric utilities in the United States and France.

Prior to this, Mr. Bortoni served as Senior Advisor Regulatory of the European Commission as Belgian resident (2019-2021).

In 1998 he joined ARERA (the Italian Regulatory Authority for Energy, Networks and Environment) as a public sector executive, where he held several positions, such as Vice Director Power, Head of Competition and Networks, Central Director - Head of Markets Department, Central Director (apical step) - Chief EU-Affairs Officer up to becoming its President for 7 years (2011-2018).

In his career, Mr. Bortoni was also Member of the European Board of Regulators and Member of the Administrative Board of ACER (the EU’s Agency for the Cooperation of Energy Regulators), Vice-President of CEER (Council of European Energy Regulators), Chief Executive in charge of the Energy Department of the Italian Government - Ministry of Economic Development, President of the Committee for the Italian Emergency on the Natural Gas Sector and member of various workgroups and committees in the gas and energy sector.

He currently holds the following memberships: President of the Milan Section of AEIT (Italian Association of Electrotechnics, Electronic, Automation, Informatics and Telecommunications), Vice President in the Board of Directors of AIEE (Italian Association of Energy Economists), member of the Aspen Institute Italia Board Meeting, Vice President and member of the General Council of Elettricità Futura (the leading Association of the national electric power industrial supply chain), Coordinator of the High-Level Advisory Board of Proxigas (National Association of the Gas Industry), member of the Honor Committee of the MUI Magazine (Management of Utilities and Infrastructure).

He graduated with honors in Electrical Engineering from the University of Pavia (Italy) in 1985, where he also taught as Contract Professor in the Industrial and Environmental Engineering course: “Energy Transformation and Renewable Energy Sources”.

He is passionate about the humanities of classical culture.
