Elie is the Director of Electricity at the Regulatory and Supervisory Bureau, the regulator of Dubai’s electricity, water, and district cooling sectors. He has been with the RSB for 12 years supporting the development and implementation of policies, legislation, strategies, and regulations. Elie has over 24 years of experience in the energy and utilities sector, predominantly through regulatory and consulting work.

Elie is responsible for regulating electricity and water production under Dubai's Independent Water and Power Producer (IWPP) model and licensing regime, as well as promoting sustainability and the road to net-zero through DSM programs and accreditation schemes for energy services providers.
