Thamir Alhammad is a seasoned business leader with over 24 years of experience spanning telecommunications, business process outsourcing, and regulatory affairs. He is currently the Vice Governor for Consumer Affairs at the Saudi Electricity Regulatory Authority (SERA), where he leads consumer protection policies, regulatory compliance, and digital transformation initiatives to enhance the electricity sector’s efficiency and transparency.

Before joining SERA, Thamir held multiple leadership roles at Solutions by STC, including Chief Business Diversification Officer, Chief Business Outsourcing Officer, and Telecom Business Unit Vice President. Under his leadership, he drove multi-billion SAR revenue growth, launched Saudi Arabia’s first nearshore outsourcing center, and secured high-value Public-Private Partnership (PPP) projects, such as Riyadh’s parking initiative worth over SAR 1.5 billion. His expertise extends across business management, strategic partnerships, and technology-driven transformation.

Earlier in his career, Thamir played key roles at Cisco Systems, Bayanat Al-Oula (now part of Mobily), and Saudi Telecom (STC), where he was instrumental in designing and implementing cutting-edge telecom infrastructure, including MPLS, optical networks, and cloud-based telecom solutions.

Thamir holds an MBA from Imperial College London, executive certifications from Harvard Business School, Stanford University, INSEAD, and MIT, and multiple industry-recognized certifications such as PMP and ITIL. A respected thought leader, he has delivered keynote speeches at global forums, including SDN-NFV World Congress and Cisco Connect.
