Hilal Al Ghaithi is an experienced energy professional with a strong background in regulatory affairs, renewable energy, and sustainable energy practices in Oman. He currently serves as the Director of Energy at the Authority for Public Services Regulation (APSR), a position he has held since April 2023. In this capacity, Hilal leads the Directorate of Energy, overseeing the technical regulation of electricity and gas transportation networks. He is instrumental in policy development, particularly in the areas of renewable energy (RE) and energy efficiency (EE), and works closely with government, policy stakeholders, and market participants to drive the sector's growth.

Hilal's career spans more than 22 years, with prior roles including Director of Sustainable Energy and Director of Customer Affairs. In these positions, he spearheaded initiatives that promoted renewable energy adoption and energy efficiency, including the "Sahim" initiative, which encourages the use of distributed solar energy in Oman. He also played a pivotal role in developing regulations to support the electric vehicle charging infrastructure.

Hilal holds a Bachelor's degree in Electrical & Electronics Engineering from Sultan Qaboos University and a Master’s degree in Renewable Energy & Power Systems Management from City St George's, University of London. He further strengthened his leadership skills through the National Collaborative Leadership Program, an executive leadership program organized by Royal Academy of Management in Oman and delivered by Saïd Business School at the University of Oxford and IMD.

With a wealth of experience in energy regulation, policy development, and project management, Hilal continues to play a significant role in shaping Oman's energy landscape towards a sustainable and efficient future.
