Lia Gvazava, PhD is an energy regulation professional with over 15 years of experience in economic regulation, tariff setting, regulatory auditing, and utility sector governance. She currently serves as Director of the Regulatory Audit Department at the Georgian National Energy and Water Supply Regulatory Commission (GNERC), where she leads regulatory oversight and economic analysis of energy and water utilities.

Throughout her career, Dr. Gvazava has held a number of senior management positions within GNERC, including Acting Director and Deputy Director of the Tariffs and Economic Analysis Department. She has extensive experience in developing regulatory frameworks, tariff methodologies, regulatory accounting systems, and performance-based regulatory mechanisms for the energy sector.

Lia Gvazava is actively engaged in international regulatory cooperation. She serves as a Member of Gas Working Group (GWG) of the Energy Community and as a Member of the Financial Committee of the Energy Regulators Regional Association (ERRA), where she previously served as Vice-Chair of the Electricity Markets and Economic Regulation Committee. She has also provided expert advisory services for international organizations and regulatory authorities across Europe, Central Asia, Africa, and the South Caucasus.

In addition to her professional work, Dr. Gvazava is a university lecturer and trainer in energy regulation, energy policy, and financial accounting. She holds a PhD in Economics and has authored numerous publications on energy regulation, tariff methodologies, and regulatory auditing.

This combination of regulatory leadership, international expertise, and academic engagement positions her as a highly qualified professional in the fields of energy regulation, utility economics, and public sector governance.
