Iulian Guzun is the Head of the Contraventions Section within the Legal Department of the National Agency for Energy Regulation (ANRE) of the Republic of Moldova. Since 2022, he has led the Agency’s contraventional enforcement activities across the electricity, natural gas, thermal energy, water supply and wastewater sectors.

He has over eight years of professional experience in energy regulation and the energy sector. Prior to joining ANRE in 2018, he worked for a natural gas distribution company. Between 2018 and 2022, he served as Legal Advisor within ANRE’s Legal Department, providing legal support and representation in matters related to energy regulation and administrative law.

His areas of expertise include energy regulation, consumer protection, regulatory compliance and enforcement, contraventional proceedings and legislative drafting. Throughout his career, he has contributed to the implementation and enforcement of the regulatory framework governing the energy and utility sectors in the Republic of Moldova.

He is an active member of the Energy Regulators Regional Association (ERRA), contributing to the activities of the Customer in Energy Transition Committee (CET COM). He is also a Member of the Consumers and Retail Markets Working Group of the Energy Community Regulatory Board (ECRB) and serves as Leader of the Consumer Protection Task Force.

He holds a Bachelor’s Degree in Law and a Master’s Degree in Economic Law.
