ERRA’s latest Regulatory Story of the Quarter explores how Cameroon’s Electricity Sector Regulatory Agency, ARSEL, is translating its regulatory mandate into a structured system of institutional performance and accountability.
The story examines ARSEL’s first Strategic Performance Plan for 2024–2028, its five strategic areas:
- Technical regulation
- Economic and financial regulation
- Legal and consumer regulation
- Operational support, information systems and analysis
- Governance, management and institutional support
These include the Regulatory Information System to strengthen access to sector data and the eLECTRA platform, which allows consumers to submit and monitor complaints through web, mobile, and WhatsApp channels.
ARSEL’s experience offers valuable lessons for regulators seeking to strengthen institutional planning, information management, transparency and consumer accountability.
