ERRA EMER Committee Report on DSO Network Tariff Structure: A Regulatory Tool for Future-Proof Power Systems
This report presents the findings of an ERRA survey and selected case studies on distribution network tariff structures, with a focus on supporting the energy transition. It analyses current regulatory practices across 17 member countries and evaluates how tariff structure design is evolving in response to increasing renewable energy integration, decentralization, and electrification.
The study confirms that traditional tariff design principles—cost recovery, cost-reflectivity, transparency, and non-discrimination—remain the foundation of distribution network tariffs. However, regulatory objectives have expanded to incorporate energy transition goals, including sustainability, system flexibility, and consumer protection.
