The Smart Grid and a Regulation of ‘New Generation’
The regulation of natural monopoles practiced nowadays towards network
enterprises is subject to considerable evolution. One of the factors, which enforces
changes in the scope of price control practiced by this type of enterprises is the idea of
smart grids with their axiology directed at increasing security of electricity supplies,
balanced development, competition and consumer orientation. The new model of
regulation will have to accompany the change, which will take place in the scope
of functioning of the regulated sector under the influence of introducing in force the
concepts of smart grid. The author of the following article sets himself the aim of
drawing up directions of changes and the target is to start discussions concerning new
model of regulation for the electricity sector in Poland.
