The purpose of this assignment is to provide targeted assistance to the Ministry of Regional Development, Construction, Housing and Communal Services (MinRegion) of Ukraine and other stakeholders in preparing a roadmap to improve the existing legal and institutional framework of district heating (DH) network long-term planning, optimization, and development.

This analytical report presents the best international practices for legislative and regulatory framework in place facilitating long-term network development planning (LTNDP) and network investment planning (LTNIP). The report aims to analyse practical examples of various European Union Member States (EU MS) legal frameworks for DH planning, together with the process and the institutions active in the field.

An analysis of the legal and regulatory framework was done for the following countries: Denmark, Sweden, Finland, Poland, Lithuania, Estonia, and Bulgaria.
