This report presents the findings of a survey conducted by the ERRA Gaseous Fuels Markets and Economic Regulation Committee (GF COM) across 12 member countries. The survey examined the regulatory, technical, and economic readiness for repurposing natural gas infrastructure for hydrogen and biomethane integration. In terms of key findings, this survey has revealed significant disparities in preparedness for gas network repurposing across the ERRA region.
This work provides useful recommendations for the regulators to advance the repurposing of gas networks for hydrogen and biomethane by prioritizing the following areas:
- Development Strategic Pathways: Regulators, TSOs and DSOs should develop strategic pathways that maximise the utilisation of existing assets while minimising emissions.
- Regulatory Frameworks: Developing clear frameworks for managing stranded assets, including the implementation of targeted economic incentives.
- Technical Standards: Development and adoption of technical standards, including blending rules.
- Whole System Approach: Strengthening the gas-electricity sector coordination in the energy regulation.
- Quantification of Emissions: Incorporating emissions reduction estimates into national planning.
- Support of Pilot Projects: The development and support of pilot projects so stakeholders can benefit.
