WARF is constituted as a collaborative forum of member regulatory authorities and is not subject to the direct control of any single government, ministry, or external entity. Its decisions, priorities, and programs are determined collectively by its members.
Responsibilities
• Aligns minimum regulatory standards and specifications.
• Coordinates market transparency and pricing approaches.
• Supports cross-border energy trade readiness and capacity building
Authorities
• Independence: WARF independently designs and implements its programs, initiatives, and engagements in line with its mandate to enhance regulatory cooperation, transparency, and market development across the region.
• Supervised by: WARF is an independent, regional association of oil and gas regulatory authorities and is not supervised by any single ministry.
Organisational Structure
Internal Structure:
• WARF is governed by a Secretariat led by the Acting Secretary General, under the strategic oversight of member regulatory authorities. Decision-making is collaborative, with key policies and initiatives agreed upon through member consultations and formal meetings. Committees and working groups may be established to address technical, legal, and financial matters. The Chairman and Secretary General holds a 5 year term. Tey are appointed via votes.

Budget
The Forum is supported through a combination of member contributions, partnerships, grants, and sponsorships. This diversified funding structure reduces reliance on any single source and supports its operational autonomy.
