Anushik Aghinyan is currently holding the position of Head of Legal and Judicial Service Division at the Public Services Regulatory Commission of the Republic of Armenia. She is responsible for providing comprehensive legal support to the PSRC, drafting procedural documents, representing the PSRC in court proceedings, and contributing to the development and improvement of legislative and secondary regulatory acts. She also coordinates the day-to-day work of the Division and participates in working groups addressing legal and regulatory matters.
Anushik has worked at the PSRC since November 2021, initially as Senior Lawyer and later as Chief Lawyer. Since October 2024, she has held her current managerial position. Before joining the PSRC, she worked at Fast Credit Capital UCO CJSC from February 2020 to October 2021, first as Junior Lawyer and later as Lawyer, focusing mainly on litigation-related legal support.
She is also a member of the Energy Community Regulatory Board (ECRB) Customers and Retail Markets Working Group and member of the Energy Regulators Regional Association (ERRA) Customers in Energy Transition Committee (CET COM).
Her recent work includes participation in key legislative reform processes in Armenia’s energy and public utility sectors. In 2023, she contributed to amendments aimed at strengthening the institutional, financial, and functional independence of PSRC. Since 2024, she has been involved in the drafting of legislative packages on electricity, renewable energy, and energy efficiency, covering areas such as market liberalization, unbundling, balancing services, energy storage, competitive supply, consumer protection, net billing, guarantees of origin, and alignment with relevant European Union requirements.
Anushik graduated from the Faculty of Law of Yerevan State University in 2020. She is also a licensed advocate.
