Yusuf was the Special Assistant to the President on Power Regulation in the office of the Vice President. In this capacity, Yusuf advised senior members of the Nigerian Federal government on far-reaching power sector reforms. Before taking this role, Yusuf worked in the Tony Blair Institute's Middle East practice. He undertook policy consulting work - helping leaders in the region analyse their options on a broad array of issues.

Before joining the institute, Yusuf worked as a management consultant at the Nigerian office of McKinsey & Co. from 2017 to 2019. He completed his PhD in Energy Policy, focusing on the Nigerian power sector, from the University of Cambridge. He has an M.Phil. in Nuclear Energy from the University of Cambridge and a BEng in Electrical and Electronics Engineering from the University of Manchester.

Following his nomination by President Muhammad Buhari, his appointment as a Commissioner was ratified by the Senate of the Federal Republic of Nigeria in February 2022.
