Fernando Barrera is a Director in Frontier’s energy practice leading our work in Iberia and Latin America. He has over 20-years’ experience advising companies, tribunals, investors and authorities in matters of competition and regulation in the industry. An economist with a DPhil from Oxford University and first-hand experience in European and Latin American energy markets.

Fernando has worked on market design assignments in Spain, UK, Italy, Brazil, Panama, Colombia, Greece, Peru, Germany and Portugal but his knowledge of market design includes the US markets too. His work deals with energy markets, day ahead, intraday and imbalance markets and forward energy markets (OTCs, PPAs and standardized product markets).

He has carried out research and teaching activities in Oxford and in Colombia, has been an economic consultant for more than 15 years in the UK and Spain, and has acted as an energy regulator in Colombia.  He holds a PhD from Oxford University, an MA in Economics from Sussex University and a Diploma in Development Studies from Cambridge University.
