The Honorable Jehmal T. Hudson serves as a Judge on the Virginia State Corporation Commission, where he presides over complex regulatory matters involving electric utilities, natural gas, telecommunications, and financial services. His work focuses on some of the most pressing issues in modern utility regulation, including grid reliability, affordability, large-load growth, and the need for new generation. Judge Hudson is a national leader in energy regulation and currently serves in senior leadership within the National Association of Regulatory Utility Commissioners (NARUC), where he is advancing a multi-year agenda centered on uniting regulators and harmonizing policy impact across states. His work emphasizes practical solutions to balancing infrastructure investment, customer affordability, and system reliability in a rapidly evolving energy landscape. Prior to his judicial appointment, Judge Hudson held senior leadership roles at the Federal Energy Regulatory Commission (FERC), including Director of Government Affairs, where he served as the Commission’s principal advisor on congressional, legislative, and budget matters. Over a decade at FERC, he helped shape federal energy policy, advised Commissioners, and prepared senior officials for high-profile congressional hearings on infrastructure, markets, and grid reliability. Earlier in his career, Judge Hudson served in both the U.S. House of Representatives and the United States Senate, advising on energy, environmental, and economic policy. He began his professional career at Morgan Stanley. Judge Hudson holds an LL.M. in Taxation from Georgetown University Law Center, a J.D. from Vermont Law School, and a B.A. from Adelphi University. He is admitted to the United States Supreme Court and the Washington State Bar and has authored numerous publications on energy law and policy.
