Giorgi Kelbakiani holds MA in Economics (minor degree in Energy Economics) from International School of Economics (ISET) at Tbilisi State University (TSU) and BA in Physics from TSU. After graduating in 2011, he accepted a research associate position at ISET-PI, specializing in Energy Economics Policy. Giorgi has been involved in independent studies, supporting faculty-led research and serving as a research assistant for policy studies undertaken by ISET-PI.

Since 2014, he joined the tariff department at Georgian National Energy and Water Supply Regulatory Commission (GNERC) and has been directly involved in the development of the new Tariff Methodologies and Tariff Calculation, specializing in Capital Expenditures and Tariff Design. He currently holds the position of the Head of Capital Expenditures Audit Unit in the Department of Tariffs and Economic Analysis at GNERC.
