Les has more than 30 years total general professional experience in energy and resource related legal and regulatory consultancy services for public and/or civic sectors (industry regulators, project developers, industrial customers, utilities and Governments throughout most of Southern and Eastern Africa). He brings extensive experience on the policy and regulatory design front to the table and has been actively involved in the design and implementation of several regional electricity, gas and energy policy, and legislative regulatory frameworks, such as the establishment of NERSA in South Africa; the development of the South African Gas Act, 2001 (as well as the regulatory framework for piped gas) the constitution of the ECB in Namibia; regulatory assistance to LEWA in Lesotho, and ESERA in Swaziland. His involvement includes both the design of regulatory and policy frameworks, governance approaches and regulator structuring, as well as the drafting of enabling legislation and regulations for grid, off-grid and other energy resources.   Les also from time to time acts as Tender Agent (TA) for KfW Development Bank, assisting South African Government Departments, Municipalities, and associated institutions with the procurement of implementation consultants, as well as providing comparative analysis between the South African and German procurement systems. He has also previously acted for the World Bank in ad advisory capacity, for the procurement of transaction advisers for the Government of Mozambique for large scale energy projects.   Les has strong experience in the development of IPP frameworks, corporate legal advice, company, utility and regulator structuring and restructuring, and the drafting of project specific agreements documentation such as PPAs, PPP Concessions, Implementation Agreements, Transmission Connection & Interconnection Agreements and Wheeling Agreements, including renewable energy projects, gas and petroleum pipelines and off-grid/mini-grid concessions.   As such he also has an excellent understanding of project development legal and regulatory risks and related policy, regulatory and implementation issues facing Governments, utilities and developers in Africa.
