Ana Nebieridze is currently a Senior Lawyer in the Legal Department of the Georgian National Energy and Water Supply Regulatory Commission (GNERC). She leads high-level legislative drafting initiatives for the commission and is responsible for issuing official legal opinions, drafting market rules, and managing consumer protection legal frameworks. Her core focus includes driving structural unbundling reforms and market liberalization policies to transition traditional utility models into open, competitive energy markets, while working actively on the harmonization of EU energy directives and regulations within domestic law.

Among her last publications, Ana co-authored the ERRA Customer Protection Committee (CP COM) benchmarking report on Legal Actions and Processes of National Regulatory Authorities (NRAs) and the report on The Regulation of Electricity Supply Contracts.

She also frequently collaborates on transboundary policy initiatives with the Ministry of Economy and Sustainable Development of Georgia and engages in international workshops organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) on legal frameworks for regional energy connectivity and market integration. Notably, she serves as a key legal expert involved in the inter-agency committee between state organs working on the strategic Black Sea Submarine Cable Project.

Until joining the energy regulator, she served as Senior Legal Advisor and Deputy Head of the Department of State Representation in Arbitration and Foreign State Courts at the Ministry of Justice of Georgia from 2011 to 2020, where she led state representation in complex international investment disputes, including energy-sector arbitrations. Her outstanding public service has been recognized twice with the "Best Employee of the Year" award at the Ministry of Justice, in 2011 and 2018.

Between 2020 and 2026, Ana extensively contributed to the practical implementation of energy sector reforms through the EU Twinning Project, "Unbundling of the Energy Sector of Georgia," successfully translating complex international unbundling directives into functional domestic legislation.

Ana graduated with a Master of Laws (LL.M.) with honors from Ivane Javakhishvili Tbilisi State University, completed the Advanced Program in Law and Economics at the Riga Graduate School of Law, and has built extensive international expertise through specialized programs in market liberalization, regulatory governance and international arbitration across Europe and Asia.
