Membership of professional bodies: Elected as Member of Presidium and Vice-Chairman (2011), then Chairman (2013) of Energy Regulators Regional Association (ERRA) June 2015 elected as Honorary Member of ERRA.

Key qualifications: Over 15 out of 20 years of my professional career, I have been dealing with public policies and particularly the energy sector at different levels and in various roles. Over 4 years I served as a General Director (Chairman) of the National Agency for Energy Regulation in Moldova (ANRE), thus I have both strategic and detailed knowledge of the energy sector, including mechanisms, trends, stakeholders (both national and external partners), and political economy drivers. Over 15 years I worked as a consultant, trainer, M&E specialist, and project manager, including experience in international teams and with World Bank projects. I performed economic analysis and analysis of energy balances, reviewed and developed proposals for national policies, and regulatory and institutional framework, as well as monitored implementation of strategies, programs, and action plans. I have experience in working with security and climate dimensions of the energy sector, both at a national level and at the level of communities / local public authorities. Currently, I'm managing the Green City Lab Moldova, an NGO founded by 4 business entities at the initiative of UNDP Moldova, with the view of becoming the leading platform for interaction between local and central public authorities, private sector, and financing institutions to foster green urban development in Moldova. Thus, my background covers both the strategic / policy dimension of the energy sector as well as practical experience with infrastructural project implementation with the private sector and local public authorities.
