Kris Tampinco has 18 years of experience in the power industry and specializes in the assessment of systems, processes, assets and work programs for regulators, transmission and distribution utilities. Apart from this, she also specializes in providing advice to investors through the financial, regulatory and market assessment of projects, particularly in their acquisition of either Greenfield or Brownfield generation, transmission or distribution assets. Kris started her career in the power industry with then the largest independent power producer in the Philippines, Mirant (Philippines) Corporation. She was responsible for securing energy supply projects and also specialized in Power Purchase Agreements. Kris then moved to consulting for the power industry and joined established international consultancy firms including Parsons Brinckerhoff (now WSP) and Sinclair Knight Merz (now Jacobs). Currently, she is a Director and Strategic Consultant for Nel Consulting Limited, a power consultancy firm with headquarters in New Zealand. Since 2008, she has been actively undertaking projects for Regulators in different jurisdictions which includes policy review and development; tariff setting; financial and technical reviews; financial modelling; asset valuation; undertaking capacity building activities; and assisting the Regulator in conducting public consultations/workshops/hearings acting as the expert/expert witness of the Commission. Kris has worked closely with the Energy Regulatory Commission (ERC) of the Philippines in the implementation of performance based regulation; with the New Zealand Commerce Commission in relation to default price quality regulation of the electricity and gas industries; and with the Energy Regulation Board (ERB) of Zambia in its formulation of incentive-based regulation and determination of cost-reflective tariffs. She is currently undertaking a major project for the ERC involving the expenditure review of all private distribution utilities for purpose of tariff setting. Apart from undertaking numerous expenditure reviews for Regulators, Kris has also undertaken several asset valuation projects utilizing different valuation methodologies including Optimized Depreciated Replacement Cost Valuation, Optimized Deprival Valuation and Historic Cost Valuation, as well as has developed valuation handbooks for Regulators. Other than her involvement in the rate setting process of utilities, Kris has been involved in the reform of power industries including the Philippines, Vietnam, Myanmar and Nigeria. Kris is an Industrial Engineer and also holds a Master of Science degree in Management Engineering, graduating cum laude.
