Avtandili Todua is a highly experienced energy sector professional with over 13 years of international experience across private companies, government agencies, and international organizations. He holds a Master’s degree in Energy Management and Business Administration and currently serves as a Manager Consultant at Elia Grid International (EGI) — the consulting company of the Elia Group, which includes the Belgian TSO Elia and the German TSO 50Hertz. In this role, he works hand-in-hand with TSO experts on diverse market design, regulatory, and system operation topics across Europe, the Middle East, and beyond.
Avtandili has played a leading role in numerous strategic consulting assignments, including the Balancing Market Gap Assessment for Ukrenergo to support Ukraine’s integration into the EU balancing market framework (MARI, PICASSO). He also managed the Market Coupling Gap Assessment for Balkan TSOs (Albania, Kosovo, North Macedonia, Montenegro) delivered to the U.S. Energy Association (USEA).
His expertise extends to power market design and liberalization, transmission tariff methodologies, and cross-border exchange mechanisms. He represented 50Hertz in CORE and Hansa CCR working groups on Congestion Income Distribution (CID) and has developed commercial and business models for large-scale infrastructure projects, such as electricity interconnectors and private offshore transmission systems for number of TSOs as well as for major Oil & Gas clients.
Prior to joining EGI, Avtandili contributed to Georgia’s electricity market reforms, including the design of competitive market models and the development of clearing and settlement mechanisms for the day-ahead power market via Deloitte. He also led pre-feasibility studies for hydropower and subsea interconnector projects, including the Black Sea interconnector between Georgia and Romania, as a Senior Energy Advisor at Gross Energy Group.
Avtandili is a certified electricity market trader by Nord Pool and Nasdaq, as well as from Georgian Power Exchange.
