David is an Executive Director at ECA with particular responsibilities for renewable energy, market design and climate policy services. David has almost 20 years' experience in the energy sector at ECA and, formally, GL Garrad Hassan (now part of DNV), during which time he has focused on policy, economic and regulatory analysis of the renewable energy industry globally.

David has provided advice and support to governments, regulators, and the private sector regarding the design and implementation of renewable energy certificate (REC) mechanisms and power purchase agreement (PPA) drafting for wind and solar energy. David has helped draft model PPAs for renewable energy in a variety of countries, and reviewed draft proposals to identify key commercial risks and/or economic justifications. On RECs David has modelled and advised on design choices resulting in legislative amendments that consider implications for both producers and consumers. He has also advised large consumers on meeting ESG targets for the procurement of renewable energy and emissions reduction pathways (including within Oman and nearby countries).
