    The purpose of the proposed 3-day training program is to provide a tailor-made introductory level utility (electricity) regulation program for junior staff of SERA.

    Luca Lo Schiavo is currently a Senior Regulatory Specialist at ERRA (Energy Regulators Regional Association). He leads the Research Unit of the Association, and is responsible of issuing ERRA research papers and coordinating technical activities of ERRA Standing Committees.

    Among its last publications, Luca authored the ERRA report on Grid Investments – Regulatory assessment and incentives and the ERRA research paper on Regulatory and Policy Frameworks for AI Data Centers in EU and US.

    He also frequently publishes, in Italian, on the authoritative blog rivistaenergia.it, on the newspaper Il Foglio and on the online specialized energy online journal Quotidianoenergia.it.

    Until December 2024, he served as Director of the Market Monitoring and Energy System Services Directorate and Deputy Director of the Energy Infrastructure Regulation Directorate at the Italian Regulatory Authority for Energy Networks and Environment (ARERA), where he has worked since its establishment in 1997. He also spent one year as seconded national expert at ACER (European Agency for the cooperation of energy regulators) where he worked at REMIT regulation implementation.

    He has coauthored a book on service quality regulation, many chapters and regulatory papers, one of which (“Changing the regulation for regulating the change”, on the new role of regulatory authorities in the energy sector transformation) won an international Award at World Forum of Energy Regulation in 2012.

    Luca graduated in Industrial Engineering at Politecnico di Milano, Italy, and after an initial period in management consultancy he worked for the Department of Public Administration (a Department of the Italian Prime Minister Office) on the topic of the quality of public services, before joining the energy regulator.

    Ardian Berisha is a regulatory reform specialist and utility tariff expert with more than 18 years of experience in energy and water sector reform and regulation. Ardian supports regulators improve the stability and predictability of their legal and regulatory frameworks for enhanced infrastructure investments through bankable projects and private sector participation.      Ardian has worked with donor organizations, IFIs and private clients in more than 60 energy projects in Europe, Middle East, Southern Africa and Eurasia. Ardian spends part of his time advising the Energy Regulators Regional Association and their member regulators to support strengthening and improving regulatory practice among a geographically diverse member base. He has extensive experience in tariff-setting, as a policy developer, implementer and modeler of tariffs. His work experience includes Eswatini, Moldova, Mozambique, Zambia, Georgia, Oman, Saudi Arabia, Kosovo, Hungary, Cyprus, Albania, North Macedonia, Italy, Sri Lanka, Uzbekistan, Greece, Ukraine, Thailand, Mongolia, Nigeria and the Philippines. Ardian holds a Bachelor of Science degree in Economics with Mathematical Emphasis from University of Wisconsin – Madison (US) and a Master of Science degree in Economics for Business Analysis (Applied Econometrics) from Staffordshire University (UK).
