ERRA Junior Regulatory Expert Position
Background
ERRA is looking to expand its existing in-house technical and research capacities to strengthen the work of the Secretariat and directly adding technical value to ERRA Member Organizations.
The junior regulatory expert works under the direct supervision of the senior regulatory expert and performs the following tasks:
- Preparing or supporting the teamwork for deliverables such as benchmarking reports and publications tasks that are listed in either the Annual Workplan of ERRA or are within the four workplans of the ERRA Standing Committees (see also Annex).
- Answering ad-hoc member technical inquiries (Ad-hoc member technical inquiries are technical questions posed by a member regulator to verify regulatory approaches in a specific situation and benchmark against other regulators).
- Managing technical inquiries by either conducting independent research into the given regulatory problem or proposing questions to be asked to other ERRA member regulators and compiling a report based on the received answers.
- Small-scale research on ad hoc deliverables that are not part of the Annual Workplan.
- Regulatory support on topics that have sound regulatory ‘track record’ – issues that have vast regulatory application requiring good understanding of technical intricacies of regulatory tools applicable to a given problem, ideally across a number of jurisdictions.
- Regulatory support on cutting edge topics that carry a future regulatory potential – issues that currently do not have broad regulatory application but are poised to define regulatory actions in the future (e.g. related to energy transition, new technologies, digitalization, etc.).
- Presentation of the results of work and other information acquired during the process with engagement in discussions during internal meetings.
- Presentation on select technical issues during publicly available ERRA educational programs.
- Takes an active role in maintaining an early warning system of industry changes.
- Participation in ERRA public and internal events, including the Standing Committee meetings, Chairmen meetings, Annual Conference, Trainings, Workshops and other.
- Representing ERRA in international non-ERRA events.
- Preparing presentations on research topics for ERRA officers and/or staff as needed.
- Supports ERRA’s strategy building by understanding current business environment, business needs, including through liaising with internal stakeholders
- Establishes and maintains contacts with external stakeholders necessary for performance of tasks.
- May serve as lecturer, workshop facilitator or other key roles to reduce reliance on outside consultants.
- May assist other Secretariat staff in other duties such as: social media engagement, newsletter preparation, website development, preparing and/or assisting in-house analysis and research, background materials, preparing and/or assisting in briefing materials, talking points, maintaining files & databases, market research
For effective development of the scheduled workplan deliverables, the In-House Regulatory Support Expert should be familiar with a variety of regulatory topics covering a wide range of the scopes of the ERRA Committees (see Annex 1).

Requirements:
Eligibility
- To have a level of education which corresponds to completed university studies of at least three (3) years, attested by a diploma;
- Excellent English fluency.
Essential:
- Degree in the field of engineering, economics, law or equivalent;
- At least 3 years of experience with working on various energy regulatory topics, ideally at a regulatory authority, or association of such or regulated utilities;
- Proven experience in drafting professional papers or studies – strong drafting skills acquired through academic or professional experience;
- Fluent ability to use technical terminology of energy regulation in English (both spoken and written);
- Excellent computer literacy with sound understanding of MS Office tools (Outlook, PowerPoint, Excel, Word);
Advantageous:
- Market modelling expertise;
- Experience in working in international setting with various stakeholders;
- Knowledge of WordPress;
- Knowledge of Arabic or Russian languages.

The preference towards a successful candidate would be to relocate to Budapest where the Secretariat is located. We are, however, open to remote working arrangement, on condition of full availability during working hours. In this case, the candidate would be expected to work from Budapest for the probation period and later on make occasional travels to the Secretariat’s premises based on current needs. (Housing expenses during the probation period are to be borne by the candidate.)
Selection and Appointment
The ERRA Secretariat will evaluate the applications and select the candidates meeting the eligibility criteria and best matching the selection criteria. The group of the highest scoring Applicants shall be invited for a round of interviews, with the final interview taking place in Budapest (expenses are to be covered by the candidate). Writing samples may be required upon request.
The online interviews are expected to take place in September.
The final in-person interview in Budapest is expected to take place by mid October. (Travel is at own cost.)
The selected candidate shall start working latest in January 2026.
