

The ERRA Capital Expenditure (CAPEX) Review and Assessment Tools hybrid training is a step-by-step practical overview of the measures regulators can employ to review and assess the reasonableness of capital expenditure projects proposed by regulated licensees. We continue our partnership with seasoned experts from DNV Energy Systems and will focus on integrating capital expenditure in the regulatory asset base, methods for assessing capital expenditure projects and quantifying costs and benefits under CBA analysis and regulatory considerations in asset stranding. Discussions will be followed by excel calculations to enhance practical learning opportunities.
By attending the 2-day course you will gain increased understanding on:
- The impact of capex on allowed revenues;
- Tools employed by regulators to review the reasonableness of capex proposals;
- CBA analysis used in capital expenditure projects;
- Regulatory policy on asset utilization and asset stranding;
- Mathematical tools on investment decisions;
- Excel modelling exercises.

Ardian Berisha
Course Director

Ardian Berisha is a regulatory reform specialist with more than 15 years of experience in power sector reform and energy regulation. As a regulatory consultant he has been assisting regulators to work on improving the stability and predictability of the legal and regulatory framework for enhanced infrastructure investments and increased private sector participation.
Ardian’s consulting experience includes working with donor organizations and IFIs (USAID, World Bank, EC, EBRD and IFC, among others) and private clients in assisting the implementation of various international energy projects in Europe, Middle East, Southern Africa and Eurasia. Ardian spends part of his time advising the Energy Regulators Regional Association and its 47 member regulators to support strengthening and improving regulatory practice. He has extensive experience in tariff policy drafting, tariff reform and modelling. He is a regular lecturer at ERRA’s Energy Regulation Summer School and covers other training courses covering topics related to regulatory reform and electricity pricing. He is a seasoned expert in energy pricing issues and has provided training or helped in implementation of tariff reviews in 18 countries. Other than Uzbekistan he has worked in Moldova, Eswatini, Mozambique, Zambia, Georgia, Oman, Saudi Arabia, Kosovo, Hungary, Cyprus, Albania, North Macedonia, Italy, Sri Lanka, Ukraine and the Philippines.
Ardian holds a Bachelor of Science degree in Economics with Mathematical Emphasis from University of Wisconsin – Madison (US) and a Master of Science degree in Economics for Business Analysis (Applied Econometrics) from Staffordshire University (UK).
Pre-registration
As the training course has limited number of seats, participants are encouraged to register early. A pre-booking phase is currently open to allow interested participants to reserve their place in the two-day training course.
