ERRA is presenting a new Report on DSO Network Tariff Structure: A Regulatory Tool for Future-Proof Power Systems,by the ERRA Electricity Markets and Economic Regulation Committee (EMER COM).
This report presents the findings of an ERRA survey on distribution network tariff structures across 17 member countries, with a focus on supporting the energy transition. It analyses how tariff structure design must evolve — through new tariff mechanisms — to cope with rising renewable energy integration, decentralisation, and electrification.
The study confirms that the traditional tariff design principles—cost recovery, cost-reflectivity, transparency, and non-discrimination — remain the foundation of distribution network tariffs. At the same time, regulators increasingly need new tariff mechanisms to support more flexible and sustainable electricity systems — strengthening capacity-based and time-of-use pricing, and better reflecting the value of storage and flexibility.
