Bagdagul KAYA CANER has over 17 years of experience in natural gas and energy markets. She is currently the Chair of the ICER (International Confederation of Energy Regulators)Virtual Working Group on Gas and Other Fuels and Vice-Cahir of MEDREG (Mediterranean Energy Regulators) Institutional Working Group (former Chair and Vice-Chair of the MEDREG Gas Working Group).

She is a lawyer by training. She holds a degree Ph.D. in Private International Law from Ankara University where she also holds, LL.B., and MA on the European Union and International Economic Relations. She also holds a Master of Laws degree from the Queen Mary, University of London. She has postgraduate certificates from the Florence School of Regulation-European University Institute and Institute of Public Utilities- Michigan State University. She has published several articles on both national and international publications and she has written book chapters, on issues such as cross-border natural pipeline projects, investment arbitration, competition in energy markets and carbon trading, climate change. She gives lectures in universities and NGOs on issues related to energy law, the EU law and international investment law.
