Fabien Roques is an Executive Vice President with the economics consultancy Compass Lexecon and an Associate Professor in Economics at the University Paris Dauphine and with the European University Institute / Florence School of regulation. His expertise spans power, gas and carbon dioxide (CO2) markets, with a specific focus on contractual, financial and regulatory issues.

Over the past 20 years, Fabien has worked on numerous assignments for clients, including major utilities and project developers, financial investors, lawyers, as well as governments and regulators.

Fabien started his career advising governments on best practice policies and regulations as economist within the OECD / international energy agency. He is a regular contributor in academic journals and speaker at industry conferences. He holds an MSc in engineering from the Ecole Centrale Lyon and a PhD in Economics from the University of Cambridge.
